Volibear Rebalance of Power Suggestion @Meddler
As a Volibear Main, I believe Volibear has power fluctuations that need to be addressed. His Passive is too high for the moment on proc at approximately 25-30% hp. His W does too much damage early game. Basically W/Q become useless late game bc of auto damage mitigation unless with allies. These changes make him more of a "Go in and stay in" or "Get Caught and FIght for your Life" type of champ. His Ultimate is now a duelist style ult while allowing allies to change priorities (either kill the opponent or keep you alive).
Passive: Chosen of the Storm -
When Volibear reaches very low health, he regenerates 20% (+ 1% for every 1% below 30) over 6 seconds [continually reevaluates every .5 sec during the duration]. Volibear gains 15% bonus movement speed towards enemy champions during this duration.
Q: Rolling Thunder - ACTIVE: Volibear begins to charge, during this duration his next basic attack deals bonus physical damage and flings his target over and behind himself. Rolling Thunder resets Volibear's autoattack timer. [Moved movement speed increase towards champion to Passive]
W: Frenzy - PASSIVE: Volibear gains 7/9/11/13/15 bonus health for 5 seconds every time he lands a basic attack, stacking indefinitely. At 4 stacks, Volibear gains the ability to cast Frenzy. After 5 seconds, Stacks fall off quickly while not attacking. [Why Attack Speed if Ultimate Changes]
ACTIVE: Volibear bites the target enemy, dealing them physical damage that increased by 1% for every 2% of target's missing health. _Frenzy's cooldown is halved if it is used on a monster or minion. _ [Kept the same; minus the minion addition]
E: Majestic Roar - ACTIVE: Volibear deals magic damage to all nearby enemies, fearing minions and monsters while grounding enemy champions for 3/3.5/4/4.5/5 seconds.
**R: Thunder Claws **- PASSIVE: (150 sec CD) When Volibear takes or receives 40%/30%/20% of him or his targets max HP over 2.5 secs (Basically either you or an enemy procs a "Stormraider's Surge" on you), Thunder Claws grow on both targets. While Thunder Claws is active the champions receive the following effects until one of the targets die:
Limit their vision to 600 units; Increases damage to their targets by 10%/15%/20%; Gains 50% Tenacity and Immunity towards Grievous Wounds; Decreases their current hp by 15% of their max hp per sec.
What do you think? Seriously though? Who has just a passive Ult? and not just to switch forms...
