Matchmaking is skewed

Riot, currently there have been multiple matches where myself and friends have been placed in matches playing with or against newer league of legends players (lvls 1-20). Has there been a change in matchmaking that allows this to occur? Personally, it does not feel great playing with players that still are not fundamentally familiar with the mechanics of the game. I also doubt it is fun for enemies that are a lower level to be stomped by higher level players (currently I'm lvl 66). Please refrain for mentioning my rank because I don't play ranked because it's just too stressful.
