Let me explain my theory on why this is.
Warwick brings quite a bit to the table, but other champions that do the same thing as him do a better job, such as Vi and Nautilus locking down carries, or Xin Zhao and Jax being sustain monsters. He just doesn't distinguish himself enough, which is why Warwick is a rarely mained champion.
Amumu is a weird one, but here's my take: he's a tank with only one niche and a very weak early game. He is powerful, don't get me wrong, but there are also many alternative choices for AoE CC that draw people away from Amumu and towards junglers like Sejuani, Nautilus, and Jarvan.
Shen is another unfortunate case. Pre-rework, he had plenty of mains. Nowadays, mains are far and few, and most of those who proclaim they are Shen mains aren't truly Shen mains. AP Shen is officially dead, and so is Vorpal Blade, which is what drew many people to the ninja in the first place. Thus, he has fallen short of many peoples' expectations, and became a linear tank.
