Prestige Irelia will never come back.
Riot released an update to the Prestige system a while ago that will be put in effect for the end of the year and for future seasons to come

This means that the following Prestige Edition skins are UNAVAILABLE and will not be a part of this update

As for Infiltrator Irelia, the last time it was available was when her rework was released.
