How to Fix Vayne

As we all know, you cannot build against % True Damage. Don't know why rito gave it a base damage along with the %.

How to Nerf Vayne while keeping her as the "Tank Buster".

Change her W to physical damage. Add an AD ratio to the base damage. Increase the % Damage.
Remove the AD steroid from Ult and replace it with W dealing True Damage for the Duration.
Change Ult duration to 8 seconds at all ranks.
Her W only deals the extra % damage to targets with more than 1000/2000/3000/4000 max health. Increases at levels 6/11/16.

You can. Get an item with AS slow so she procs it less often. Or get some damage so she dies faster and can't proc her passive. Or get some aiming skills so you can hit your skillshots even if she is evading, so she dies faster... . Or get item 2043 / item 3362 / item 3364 to counter her ult so she cant dodge your spells so she dies faster... you got the idea.

This isn't a "Fix", this is trying to make Vayne a purple caster minion.

The loss of 70 AD is a substantial nerf, the loss of a solid ~80% of Vayne's ultimate is a substantial nerf, and the loss of what essentially works out to ~53 true-damage per-AA to a level 18 2k HP squishy end-game is a substantial nerf.

It's one thing to try balancing someone with a fairly interesting shift in their mechanics, but it's another to remove ~123 late-game AA damage from the kit of someone with 110 AD late game.

Or we could actually stick to the completely rational idea of just removing the flat damage from Silver Bolts, instead of trying to suggest a hardcore murder-nerf.
