Adding more build recipes with would increase item build diversity.

10% Cooldown Reduction Unique Passive: After using an ability, your next basic attack deals an additional 50+(10% of the targets armor before armor reductions) magic damage. The percentage is doubled (20%) if the target has three times your armor. (2 Second Cooldown)

Who is this item supposed to be for? 3000 Gold for 60 damage and 10% CDR is pretty steep, and I don't think the item passive is valuable at all. It was like the changes to thornmail. Having it's damage scale with your armor sounds good on paper, but in reality, you're not really getting much out of the scaling
