AFK buster idea

I think this is the right place to post this, if not move to the appropriate spot.

You know how when one of your teammates issues a surrender vote you can vote yes or no. Why not have something like that in place for AFKers? Have a message like "PlayerName (Champion) is trying to reconnect. Allow them to reconnect?" If 3+ people say no, he gets the boot and cannot reconnect to the game. Tie and he can come back. Then you can leaver buster him. If the team unanimously votes them back in it disables leaver buster. I think my idea sounds fair. Thoughts?
