Vision and trinkets upgrade

So i am playing for 3 months and heard that i can upgrade trinkets yesterday. I play support and jungler a lot, so i immediately tried to do it after that, but couldn't find how u do it. what to click and where? Maybe i tried it before lvl 9 i don't remember, but would be glad if someone tells me how actually you upgrade vision and trinkets.
