Last Whisperer(And its upgrades) penetration down to 35% from 45% One major problem with tank balancing was that the item made practically all forms of tank-building fall off in the lategame, which made a lot of tanks feel pretty crap to play even when they were strong. But the new pbe changes to the item look pretty nice and can make subsequent changes easier to manage.
