Why does the new Bork do flat damage(On the PBE)?

Considering it's historically been an anti-tank item, and does that job a lot more healthily than , why is the active being changed to flat damage? Does riot want it to be more of a squishy killer? Boost its early game a bit? I'm just curious is all

because they want it to be a kite item, from the look of the active giving you an extended slow on hit

Idk whats the point... Who even uses botrk atm??? Everyone just buys lethalithy... And instead of new botrk they will just buy edge of the night -_-
