Proposed Changes - Surrender and Bans

I believe that Riot should consider making two major (but easy to implement) changes.

1. Change Surrender option to 15minutes - With such afk's, dc's or just trolls, there is no reason we should be forced to spend 20 minutes in an extremely disadvantage state.

2. 4 (or maybe 5) bans on each side - With riot always pumping out new champions, the impact bans have are rapidly decreasing. As smaller influences, one new item update alone can influence 5+ champs easily, as well as champ changes made in each patch. These latter factors are less influential; the fact that riot keeps making new champions is the biggest reason for at least 4 bans per team. (Obviously this is in regards to draft/ranked games.)
