I remember a while ago that Cassiopeia's passive was changed from 30% cooldown reduction to 25% because of one of the old masteries giving 5% and it made it awkward for her. Now that the mastery is gone, wouldn't it make sense to give her 5% so if she builds cooldown reduction, it won't be an awkward 35%?
Inb4 Rito adjusts it by removing 5% instead :^)

Either drop 5% off the 25% and put the power elsewhere in her kit (cause Lord knows her W needs it, the useless hunk of garbage) OR add 5% with no other changes. Those are the only two logical ways I could see this being approached, but Riot apparently hates Cassi, so they'd probably sooner gut her again because she's actually seeing play (if I'm not mistaken).
They could just put her Q and W cds as they were before the rework and remove the 25% from the passive, she could have something a bit more useful, maybe "shed skin" in which Cassiopeia gains some tenacity. I'm just saying, just something a bit more useful and that makes sense.
There's still a cdr mastery, and it still gives 5%. In fact, it even lets you get to 45% cdr.
