How does this game decide teams?

Some how my teammates are consistently awful and feed. Constantly. I could carry, but being as this is a team game and my teammates are worse then dead weight... it is impossible.

So how is it this game decides to team people? Cause it needs to be changed right away.

It's not that your teams are consistently worse; the problem is that you remember the bad teams more than the good ones.

It just looks at how bad you are and matches people who are just as bad as you.
