Is there harm in adding alternate bonus scaling to champions that don't inherently build that stat?

Just a real quick logistical question - - Riot is always talking about how they want diverse play styles and what not, but a lot of champs have very selective scaling. And some champions that used to be playable in multiple ways
AD, AP, Tank --
AP, AD --
-- AP Burst, AD, Tank
No longer retain that sort of flexibility. I understand that these champions needed reworks but for that they've lost their diverse play styles.
Gangplank, for instance, is straight up held back by his barrels, that's all he has. He builds no AP items to my knowledge besides MAYBE a
or a
early, so what exactly is the harm in adding something like "Bonus magic damage - 50% AP" on his Q? And then since people were unhappy of the strength of his ult and it's now basically dropping cotton balls on enemies until level 16, increase the AP ratio so you have a new means to play alternate ways.
