So I feel like I need to buy flat CDR runes for the early game meta, and to prepare for Runic Echos

I had purchased Flat CDR Quints and Glyphs for Nasus a couple seasons ago.

I'm already set.

I would never recommend flat CDR runes, they're a blatant newb trap.

I like the scaling runes much better, especially in this era of no good CDR for mages.

But I understand the desire for flat CDR when jungling.

Flat CDR most definitely has a place when your not expecting your games to even make it to level 16 which is pretty common with every single Vladimir game I've played this preseason.
