No, she just lost the most efficient item she will ever build first, so she doesn't do as much damage early because of it. Not to mention Tiamat doesn't have it's passive anymore

Lower early CDR due to mastery changes, loss of Brutalizer, and the change to Ionian Boots.

Thus, her shield is on a higher cooldown and her health regeneration is pitiful.

I've always pitied them when I took Taric into the top lane against them.

Everyone is squishier. I used to feel super tanky with just a giant's belt, warden's mail and tabis as my sole defensive items. Now I have to build full tank to approach even 1% of that.
