Rational Rune Suggestions

I agree with his proposal to outright remove Tier 1 and 2 runes from the game, as they become absolutely obsolete when you get to level 30. However, if a lesser stat advantage is desired for lower level players, a system could work like this:

Runes scale with summoner level.

So players from levels 1-10 would have their runes act as Tier 1 Players from levels 11-20 would have their runes act as Tier 2 And players from levels 21-30 would have their runes act as Tier 3

ex: Mark of Attack Damage 0.53 Damage from levels 1-10 0.74 Damage from levels 11-20 0.95 Damage from levels 21-30

Also please make rune pages free. Why not? There are enough skins, wards, chromas, champions, and icons to spend money on. And yes, you can buy rune pages with IP, but they are ridiculously expensive at 6300 IP! (That costs as much as a brand spankin' new, one week old champion.) Rune pages are less than or equally useful to masteries, but they are so much more of a pain to set up.

Make us able to rearrange runes and masteries Make the rune UI much clearer! (With much straighter, labeled menus.)
