Thresh + Talisman = Autolose
If you want movespeed that bad, get a damn righteous glory.
It's called Face of the Mountain, it's what tanks like Thresh are supposed to get.

I think both can be good on Thresh. As someone who plays Thresh a decent amount, it really is situational. Sometimes, if your team is very good in close combat, talisman can be worth it. Also if either you or your adc themselves are not confident in their ability to cs really well, talisman is still a solid option (since you will get far less from the Scavenger mastery if they aren't good at csing). If they are really good, relic shield can definitely be worth it too though. I would take relic in cases where my adc is extremely squishy or when my team doesn't have much peel to protect them (since the active on the final upgrade can save them). Again, it depends on your situation and playstyle.
Seen Thresh tank just fine with Talisman. It's sickening in fact.
Lol? Thresh = autolose? You could build Thresh with 6 boots and still be somewhat useful.
Thresh is a bit different though, because he is no melee Tank. With green being not optimal on him, he can actually use all three items almost equally.
one minion every other wave or 4 gold for every minion - Talisman gives superior gold generation. also the mana regen allows you to throw out more hooks so really it depends on what you want to do. You don't get the HP but you get the MS, so do you want to sit in lane and babysit your adc, or roam to make plays mid? It really is conditional.
Obviously you've never seen a thresh roam the map with talisman, rightgeous glory and mobi boots.
