been playing for 1100 hours and 300$ in i only ever felt like buying 3 extra pages. They are too expensive and i have scratched the surface on the runes
I'm going to say with 95% confidence, it's a business model. And I think I remember reading somewhere that runes were released before masteries, but I'm not certain.
Anyway, the idea is that if you could simply redo a rune page right before a game, there'd be no point of having multiple pages other than for the sake of convenience. Essentially, it creates an incentive for you to play more to earn it, or pay for it in RP, in which case you may slightly fall for the gambler's fallacy. That is, you've already invested in this thing, so you think that you might as well keep investing rather than cut your losses.

Personally never saw a problem. You can get by with a small handful of rune pages for most games. If you're at those higher echelons where you need like 5 pages for each major champ you play, then chances are you've played enough games to buy both sufficient pages and runes to fill them.

They should at least half it by now. I own them all (and runes) myself though XD
