Celerity Changes

As you may know on the live servers, Celerity is a Rune within the Sorcery Rune Path that grants a 1.5% boost to current Movement Speed as well as converts a certain percentage of bonus Movement Speed into adaptive AD/AP. On the PBE currently, it's been changed to "Movement Speed bonuses are 10% more effective on you".

**UPDATE TO DISCUSSION: ** Now on the current PBE has the following changes to it, "Movement speed bonuses are 13% more effective on you. Does not apply to the base effect of boots type items". This is now just stupid. Riot, can you please at least let it give +5 Movement Speed that is not affected by the Rune itself? So this seems ever so slightly more useful to those who are not ADCs or are forced to take Phase Rush if the player were to use Sorcery as their Primary Rune Path. Otherwise this is just a dead-weight to the majority of champions that does not have a lot of items and/or abilities that boosts Movement Speed.

This Rune is also known to be a prime target for changes by Riot. Like a certain Rune Path...(Resolve. More damage in a defensive Rune Path makes sense by the way.)


There are some concerns I have with this change on PBE. Here are my concerns as I will lay out here.

#1: Does the Rune even belong within the Sorcery Rune Path anymore?

The problem I see with this is that this feels like it should be in Inspiration Rune Path considering the flavor text "Outwit mere mortals". Compared to Sorcery's flavor text "Unleash Destruction", this feels out of place than it ever was.

#2: Are the changes worth the usage of the Rune?

This is essentially going to tie in with what champion you are using, and what they have in their kit and what items they can get that provides bonus Movement Speed. This feels like it's going to just be taken by Marksmens/ADCs considering they prominently have items and/or abilities that grants bonus Movespeed versus every other role.

#2.5: Will this change pose a bigger problem than it seems?

Let's consider the user is an ADC, went Fleet Footwork, AND builds Stormrazor. They would probably be fast enough as it is. This is not accounting what champion they are and if their abilities gives them even more Movement Speed. This kind of sounds familiar doesn't it? The playstyle that would come out of this will be very annoying to deal with. As if it wasn't already.

#3: Should it still keep the immediate boost to Base Movement Speed?

In my opinion, yes they should. Or at least let it give +5 Movement Speed that does not interact with the Rune itself. Why you ask? Because compared to every other champion that has a form of mobility in dashes, Movement Speed boost, etc. already within their kit, being a champion that has only 325-330 Movement Speed is a struggle. I'm a champion that can barely outrun people who are chasing me with their higher base Movement Speed than me and only got away because of the distance. Then I have to consider if they have a dash or blink or some way to boost their speed, and play safer because they can close the gap between us so easily.


TLDR: Perhaps this is a useless rant and rave on a rather small change and I'm over-exaggerating it which I probably am. But I would at least like it if they can let it give +5 Movement Speed that does not interact with the Rune itself. And I also hope they actually know what to do with this Rune as they seem to change it every few patches which annoys me a bit when there are other Runes that are under-powered or over-powered by an extent, or focus more on actually providing more Rune choices to the players.

hmm the fact that u don't get the base ms boost or get the adaptive stats does scare me.

for nid escpially get grabs it because she needs that extra ap to clear ( it gets helped by her passive which gives her a 30% bonus toward hunted targets)

which is the only that that even allows u get clear without getting executed.

and in general movemsne speed boosts get way out of hand if u amp them too much.

i dont think this is a good change

and i say this as a player of Nidalee who gets a 30% ms boost toward hunted champs

Wish they would do something about that scorch, waterwalking, and gathering storm tier. Total garbage outside of SR and for a lot of champions who need to build into sorcery in general. I'll probably end up switching to celerity/mana flow band over magical footwear/approach velocity on Jhin.
