It's full of random champion concepts like this. It's fan-art.
Few things:
- Kassadin's daughter was sucked into the Void, not his sister (he does not have a sister that we know of).
- Vel'Koz is already king of tentacles and tendrils; I doubt another tentacle champion would arrive anytime soon.
- The quality does not seem to match up to that of the Lucian concept http://img2.wikia.nocookie.net/__cb20130706114921/leagueoflegends/images/1/10/Lucian_Concept.jpg
- The name for a champion is seldom chosen that early in conception. Typically, their 'codename' attached to their concept arts rather than the name. This one does not.
- There's no written words there explaining or noting anything, just scribbles of an unintelligible language. Concept artists make notes showing or clarifying things on the page.
I'm not sure I would buy into this as a leaked champion art. It looks more fan-made. That being said, it does look pretty cool. Thanks for sharing it!

Maybe this is the Void queen people have been asking for. I'm certainly interested to see if it's legit.
If you combined Lissandra, Kassadin, and Karthus, you would get this.

It is a monster female thing. Therefore we can rest assured this will most likely not be a new champion.
I saw this art a few months back, how did you confirm its actually a champion coming?
It looks to me like more of a skin than a new champion, more specifically it could easily be a Void Lissandra. The "tendrils" at the bottom is where the ice used to be and the head is roughly the same shape as Lissandra's
