At what point will garen ever see nerfs

At this point Garen just seems like the champion you pick if you wanna play hearthstone while playing league, his kit is so low effort that you can play the champ with half your brain. His q does too much damage early and late. now you might hop in the comments and say" But canadain he got a damage nerf in patch 8.17 and while sure this is true he was over buffed patch 8.9 increasing his damage from 30-135 to 20-170. patch 8.17 decreased his damage but not back to the level that it was pre 8.9. there is no counter play to a tank that can run at you silence you then spin on you like hes a record and you are his turn table all while getting ready to slam his giant sword down into your skull like Lebron James dunking the rim. "But canadain cant you just cc him like any other tank?" good question, you can sure try but when he presses w he gets 40% Tenacity which is cool. oh did I mention he can buy and and just beybade through your team like they dont exist all while still trying to decide if he should play saronite chaingang or use his heropower. It feels that riot cares more about the pro players then they do the normal players. at this point if a champion needs nerfs you better paypal an lcs lec etc player 500 dollars so that champion can be played in pro for riot to go" Ah frick we did an oopsie" and gut the champion like they did akali,irelia aatrox v1 and v2.
