Why doesn't Riot allow everyone on PBE?

I can't get onto the PBE server, every time I try to apply it gives an Error 500 or something. I just want to be able to play the WW rework. It is supposed to be a PUBLIC BETA, but you have to be invited or something, which means it isn't public.
