Low Elo Tier List (Patch 4.21)

Haven't seen one of these in a while, so basically I have accounts in gold and silver, and what I'm going to base this list off of is a few things:

-Champions that are strong in the current meta -Champions that I think are able to be played effectively at lower levels -Champions that are strong in solo queue

Once again, this is NOT a competitive ranked 5's tier list, it is simply supposed to be a good starting place to help players choose which champions to play in low elo solo queue.
