You can now very easily get 75% ult CDR .. almost urf level or 85% if lucky or 95% if extra lucky)

With ultimate hunter giving 25% (5 + 4 per stack (20)) 40% CDR standard thats 65% ult cdr

but with cloud if you get 1 thats 75% CDR or 2 clouds thats 85% and with 3 thats 95% but if you manage to get 4 thats 105%

i feel like using ultimat ehunter and getting the 40% in game and getting clouds would be very rewarding for champions with low CD ults such as Zilean and liss

I played a game just now with liss i had full CDR a cloud and 4 stacks of ultimate and at rank 3 mu ult CD was 33% if i got that final stack it would be just under 30%

this would be so strong as you can easily not be pnished so hard for having a quick 1 v 1 or skirmish before a drag which is obviously valuable atm o_O

one day i dream for that 105% CDR

Cooldown reduction percentages are a little weird in the way they add up. Items and Cosmic Insight stack additively to a maximum of 45%, Ultimate Hunter stacks additively to a maximum of 25%, and Cloud Drakes stack additively to a maximum of 40%. However, all of these reductions stack multiplicatively with each other. That means you can get a maximum of 75.25% ultimate cooldown reduction.

I don't think the drake CDR stacks additively like this. Having 105% CDR on ult would mean that you can perma spam the ultimate as long as you have the mana for it. Which would actually be hilarious with some like Dr. Mundo or Lissandra.

I think it works multiplicatively, so reaching 100% CDR is impossible.
