Voting system

We all know the voting system is broken. 3-2 votes should be forfeit. why isnt it? ever since I started League of Legends this always confused me. Majority vote is 3-2. if 3 people say "yea we cant win this" then by default we should forfeit a game. Why is the system 4-1 and not 3-2. Can someone please explain why the system is rigged? Yes it is rigged. because ANY duo can say "nope we are going to troll harder you cant leave"
