See when an enemy has used their summoner spells (in the tab screen)

A few years ago, we (most of the time the supports) wrote the dragon and baron timers in the chat. Now we have these timers.

We can see when an ally has used their summoner spells (in the tab screen). It is greyed out and has a countdown timer. Wouldn't it be cool if we were able to see if an enemy has used their summoner spells. This way, we don't have to write it in the chat anymore.

Of course, we can implement some restrictions. We don't get to see the timer, only the summoner spell being greyed out. We only know if an enemy has used their summoner spell if we or an ally had vision of the enemy using that spell. So we won't know if that one person flashed while typing something (we have all done that).

I think it creates some more ingame agression. The enemy jungler used their smite? Make that fast baron push. The enemy has to come and fight now. The enemy TF used his flash during his gank bot (and your teammates didn't mention it)? You can now play more agressive when laning against him? Annie used flash? You don't have to be scared like a little girl for a few minutes.

The only thing I don't really have a solution for, is when we are able to see when the enemy's summoner spells are back up. So when are they not greyed out anymore? When they come up? With a short delay (like Kindred's passive)? With a random interval (between 5 to 20 seconds after they come up)?
