Are Tier 3 Runes worth spending ip?

I am playing for about 4 months now, and think about getting Tier 3 runes, but for they seem to be just slight improvement of stats comparing to tier 2 runes. So Tier 2 runes are almost free now. With that, is it that better to have tier 3 ones? Considering that we are taking into account same stats, without scaling and hybrid or other unique tier 3 runes. I can't understand their value. Maybe that just depends on the Champions and if so, I put my most favorite champs below.

Also I play Thresh, Teemo and Shaco mostly. Which Tier 3 runes are worth to buy for these champs?

They're worth the slight increase, if you have the IP to spare.

Typical Thresh Support page: 9 AD marks, 9 HP seals, 9 MR glyphs, 3 Armor quints

Typical AP page: 9 Magic Pen marks, 9 HP/level seals, 9 MR glyphs, 3 AP quints

Typical AD page: 9 AD marks, 9 Armor seals, 9 MR glyphs, 3 AD quints

Armor seals and MR glyphs will go in a majority of pages. They're a good buy.

If you want to replace the HP and HP/level seals with Armor seals then that seems reasonable. Especially on a budget.

when you plan on playing ranked you should get the tier 3. every slight increase might decide over victory or defeat

Part of the issue really is the price tag on top of how many you need even if your just buying 3 or 6 to create a sort of 'mix rune section' between any of the red/blue/yellow rune sets can end up costing a large amount of IP to where it feels like your buying a 6300 champion all over again with IP just to get that champion build 'optimally' such as giving up standard Damage/Armor/Magic Resist simple 'trinity' between those 3 sets of runes in favor of something that snowballs better like scaling health, a stack of scaling runes to get you to end up with about 10%ish CDR or just throw more ap, namely the scaling AP kind' for a champion like Akali to just go feast crazy because they don't really need the extra armor or magic resist runes if they can just kill the target much quicker due to it.

Reason i gave up on buying runes ages ago after i got what i needed for a standard AD, standard AP and a special AD setup that tilts more to attack speed [which i sometimes find more useful on champions like Garen or when im jungling as kindred to help with laning, last hits or clearing waves or the jungle a bit easier especially early on.], sadly it does not stop me from losing a so called 'even' because a enemy had a tiny bit more hp due to scaling runes and early on % taken damage isn't as major of an impact when champions have silly gimmicks to exploit the extra scaling AP, AD or pen bonuses stacked on instead of MR or Armor to let them burst down more annoyingly during CC window opportunities.
