Does Riot know if an account is a smurf?
Just wondering, does Riot track IPs or something? I've seen people saying smurfs end up playing with smurfs a lot. Is Riot's matchmaking system just that good?

It's likely just based off your performance in game (A+, S+) etc and after a few games it looks at other players at your level and compares where you stand in amongst them all over an average and then attempts to match you.
They probably cheat with the startup questions too when it asks if you want the tutorial and you click "NO, I'm a fucking Legend!". It probably flags you there too.
Maybe their system does, the problem is that it will still just try to force a 50% win ratio. So it will use that smurf to "empower" the team who is gonna win, or will put him with far weaker teammates when it's time for him to lose some games.

Yes, they track your system. They keep track of every single account you access on that computer, as well as vice versa (every account keeps track of each computer it has been signed into). They even try to hide it in ProgramData folder because they are actually a very shady company when it comes to this kind of stuff. Ever wonder why they don't just censor words that get you auto-banned? Because they want players to get auto banned, they have statistics that the vast majority of players are addicted and just make a smurf when they get banned, you know, because they ID your machine and track it.
