Can pantheon get a nerf?

Played a few games against him and hit the last straw when I went against him mid. Without a doubt he has extremely annoying poke that's on a very low cd and takes 1/5 of your health if you're an lvl 1 assassin. And who thought it was a good idea to make it to where he could block turret shots? Turrets are already weak enough without him blowing off its damage all together.
