Is Alistar as bad as he feels?

I've been playing Alistar and he just feels bad to play right now.

The laning phase is torture, with you just trying to survive without giving up too many frostfang procs. It seems like either the opposing bot laners have to make some questionable plays or your solo lanes have to roll their lane, or else you really have nothing you can do after laning. I see that some sites are showing him as having a win rate around 47-48%, but I have no idea how with how terrible it feels to play him.

What is it I'm missing about the mad cow?

he is reliant on a team to carry him, and having the correct adc to improve his all in potential, he will be better when adc's like lucian and jhin are favored by the meta

coin > frostfang imo buuut thats just me being a passive bench who punts everyone away from the carry if they get close and unintentionlly saves them in the process
