I think it would be interesting if CDR was a support specific stat

Most of us agree that itemization and runes are out of control right now, so this isn't a holistic fix for addressing that, but I think that only putting CDR on support items would draw better distinction between roles. The idea of this is that other roles get better items, while support roles can use their abilities more often and it's more about the non-damage effect the abilities have instead of the raw numbers.

Now this doesn't hard lock roles out from taking support items or vice versa, but tanks that take the normal support items will be squishier, and damage classes that take them will be wiffle-battier, so we're just left with support on a budget trying to buy expensive regular items.

Yeah, no thanks. Too many non-support champions rely on CDR. This sounds like a disaster waiting to happen.

CDR on non-assassin mages/AD casters is almost the same as AS on ADCs Go tell ADC players that their AS on all items must be removed, and if they want some AS, they should build support items Also, CDR is a stat that is not as straightforward to use as raw AD/AP. If you get 45% cdr but miss your spells or don't use them when their CD is off, you are technically wasting some of its value, therefore it makes for a bit of skill expression. Removing it from something like item 3285 or item 3147 in exchange for raw AP/AD would just push these items more toward dumb "press all spells on the enemy in one rotation and you are done" gameplay

I disagree with you both wholeheartedly.

Half the problem with league right now is that people are able to spam abilities that are high damage. This is your standard lux/zoe/morgana full ap build throwing out binds/sleeps knowing that if one lands the fight is over. This is producing real downtimes for multispam abilities where counterplay can actually happen. People love to talk about the good old days of league, but in those times there were tradeoffs that you had to make in your builds. Now adays all the items fall into "and" with stats, where it use to be more about "or" in previous seasons.

Just look at a few of the first pick items out there.

item 3285 Damage AND Damage Proc AND CDR AND Sustain

item 3071 Damage AND Armor Shred AND Chasedown AND CDR AND HP

item 3142 Damage AND CDR AND map mobilities AND Chasedown/disengage speed AND armor pen

The problem with the game right now is that offensive items are shoved full of stats that synergize well with the rune system. Stripping CDR off of non-support items is just a start for what actually needs to happen, and it would also make give the support an identity beyond ward and item caddy.
