Since Taliya is a combo mage now can her ult damage enemies it touches....

Honestly I liked her better before... right now she feel's like a cheap version of ziggs cept Ziggs has a ult that's actually useful. I only played one game with her after update too but i can clearly tell that she is nothing like she was before.. i cant even slow reliably with ryla's anymore until i spend all my gold on CDR. screw her.

It is a wall that can make the river impassible or completely shut off an opponent's escape when you are ganking(which honestly, you should be). Why would it need damage. There is very few times where you are going to use it to hit the enemy(you are looking at blocking off their advance/escape) and aiming for the enemy usually ends up with said person on the opposite side of the wall then you wished.

Adding damage would just confuse the usage of the ult. "Do I use this to try to snipe at the end of the teamfight, or lock down the enemy so that they cannot escape(which might not get you the kills)"

"Do I block the enemy team into the baron pit so Anivia can ult in there without them being able to dodge either of the massive AOEs(baron's too), or do I try to hit some of them for damage?"

"Do I use it to stop the advancing minion horde approaching the top tower, or do I save it to use in a teamfight?"

As the ult is now, it is 100% utility, which lets you think about how you can use it to screw with enemies positioning/block off enemy advances or retreats. Add in damage into it, and now there are two separate lines of thought that you have to ponder over. That is why it does not, and most likely never will, do damage. Check out the dev playtest with her for their reasons(they are nearly, if not exactly, the same as the ones I just outlined)
