Singed does not have a 40% winrate, he has hovered around 50% for the longest time
Grasp may not be the best on him, but he can use it with poison keeping him "in combat" for large periods of time allowing for easy procs as well as it synergies with his flip + auto interaction.
Just because he isn't overpowered doesn't mean he is in a bad spot. He's fine where he is.
his kit is fine bar his passive, non scaling passives dont belong in this game today and are rather lackluster
Lol, I've been a Singed player since season 3 with over 400 ranked games and over 60% win rate.... He has no problems.
