Summoner spells balance suggestions

Some changes to make every summoner spell viable. Of course some champs would need to be toned down if any of these would make them broken.

Barrier

  • If the shield does not take any damage, cooldown is halved.

Cleanse

  • 30% Movement Speed bonus added.

Exhaust

  • No changes. ** Flash**
  • Now has a channel that lasts for 0.3 seconds, can attack/cast abilities during this channel.
  • A light orb appears at the target location for the duration of the 0.3 second delay. ** Ghost**
  • Increase movement speed to 30%.

Heal

  • Now also increases health regen by 150% for 5 seconds.
  • 30% Movement Speed bonus removed.

Ignite

  • No changes. ** Smite**
  • No changes.

Teleport

  • No changes.

Ruins the point of flash, makes barrier way too forgiving, makes heal too strong etc
