Re: Mandrake Ward

I know the Mandrake Ward isn't actively being worked on, and it seems like this is because the designers just aren't quite sure what to do with it. Because of that, I've been thinking about the item on and off, but I can't recall a lot of the details of its development, so perhaps someone could answer a question for me: why isn't the Mandrake Ward a low CD trinket/summoner spell? It would surely have more use-cases than {{summoner:2}} or and as a trinket, it could see use in bot lane as one member of the duo takes and the other the Mandrake Ward in the case of an enemy Kha/Rengar/Evelynn jungler.

It seems to me like one of the big roadblocks to its development is that it's not really worth carrying around in one's inventory when I could get a pot for the same price or just save for a real ward.
