Cassiopeia E Mana Cost Display Bugged

After the 6.9 hotfix to Cassiopeia's E mana costs, the display and tooltip were never corrected. Level 1 E still displays as needing 60 mana to cast, as well as in the tooltip where it mentions refunding 60.
