I think he is just funny champion in aram or normal game - instead of buffing him in every patch update, riot should forcus on some of the oldest champion like yorick, wardick ... Specially, Yorick, i hear my friends complain about He is so really old and has some bugs to fixed :(- I've never seen Teemo is nerfed since ss4 ( still buffing instead nerfing )- i hope in the next patch Riot should nerf teemo like other champions
Teemo is still gonna be mediocre no matter what riot does and really doesn't need a nerf at all. They don't really want to touch him to the point where his core gameplay changes because his mediocrity has been just a part of the champ that the player base has turned into a mascot of sorts. Yorick and Warwick are being focused on by Riot though, they're getting reworks soon. Yorick can't be buffed or nerfed meaningfully because he's already pretty shit and a buff could spiral him out of control and make him actually see play, which is not gonna be fun at all (hence why riot has removed Yorick from ever going free). The Yorick rework is gonna be tough though, as Riot just can't figure out what to do with him. As for Warwick, his kit is just too simple to balance. It doesn't have a lot of avenues to make meaningful changes, which is one of the reasons Warwick is getting a rework. In short, Teemo doesn't need a nerf because he's already pretty bad, and Riot is already focusing on the champs you mentioned.
Teemo didn't need this buff, but Riot loves this champ... so he'll never be "balanced".

What? Teemo has been one of the unfixable champions of 2015. Riot has struggled to come up with ways to make him effective and not a troll pick.
Warwick is doing really well at this time.
Warwick can solo Baron (and pretty much everyone else) VERY QUICKLY with that build.
I cannot speak for Yorick but I'm sure the problem with him is popularity as I've seen some great Yorick plays. Besides, if Riot reworked Yorick the community that DOESN'T PLAY HIM would start to complain about his core identity or some crap like that.
I haven't seen a good Teemo on either side of a team even with his ample buffs this season.
