for some odd reason I was being more compensated for being in honor 3 compared to honor 4 at honor 3 nearly everytime I logged in after work I would log on and get about 2-4 key fragments every single time and I was even given a capsule but ive had honor 4 for for like maybe 2 weeks and ive only gotten like 2 key fragments whats up with that?

You have a certain chance to get drops, and that chance decreases with each consecutive drop.

I hear a lot of honor 1 and 2 getting almost twice the fragment than a honor 4 Player does, but i have yet to see anyone below a honor lvl 3 receive any capsules
Wimbledofy2 votesit's because by the time you get honor level 3/4 you have already hit the soft cap for keys. For each key you get the chance of getting more keys goes down.

Mefagar2 votes10 games per day. Honor 4 on the first day available. Got 3 key fragments. One time i only got one. Feeling great... The worst i guess is that there is no difference between 3 and 4. And if we are ban we go back to 0 whatever was our honor level. So yeah... I prefered the old system. At least i knew what i was getting and when. Everything in the first week.

It's like getting punished for being almost too honorable that you get shards too quick.

Aeszarck2 votesHere's some hard data from when I started recording my Key Fragment drops. I did not include Co-op games in my Honor 1.0 data but I did include them in my Honor 2.0 data.
Key Fragment drops seem to require either slightly more games or around the same amount of games as before.
Honor 1.0
2/6 - 3/7 - 57 games, 10 Key Fragments
3/8 - 4/6 - 26 games, 6 Key Fragments
4/12 - 5/11 - 77 games, 11 Key Fragments
5/12 - 6/11 - 98 games, 10 Key Fragments
6/11 - 6/28 - 110 games, 11 Key Fragments
Honor 2.0
7/31 - 8/29 - 161 games, 12 Key Fragments

Now, looking at it from an Honor perspective:
I got the Honor Capsule very shortly after hitting Honor Level 4 so I think that the Capsule came from my games at level 3, since I didn't play any games between the time that I leveled up and the time I got my Capsule. I'm going to have to play more games at Honor Level 4 to see if Level 3 really has any benefit.

Quepha2 votesRiot just revealed that honor capsules still follow the 12 key fragment per month cap, so if you already hit the key drop cap when you hit honor level 4 it will be impossible for you to get honor capsules until next month.

Skorch2 votesThat is because i BELIEVE keys are still limited month by month. They just arent random anymore. Since for a lot of people it took maybe 2 weeks to switch you earned most keys for the month already and probably wont get many more for a bit.

Sardonic Sloth2 votesFACT: you get 12 key fragments a timeframe of 28 days if you play enough, so if you have already dropped 6 in a timeframe of 1 week you will of course only get 6 in the following 21 days which may make it appear to you that your drop rate lessened
ALSO FACT: honor level 3 gives a SMALL chance to replace key fragments with honor capsules, but capsule drops are ABSOLUTELY random, they still count towards the 12 monthly key fragment limit and there is absolutely NO drop rate difference for keys between honor level 2, 3, 4 and 5 and for capsules between honor levels 3, 4 and 5
