God no, his Kit is OK. Im OTP Zile with 750 000, dont destroy him. I just agree that you could rework his passive, and make it more "Time" related. But I like the skills.
I have to agree. Playing Zilean is so boring. You just throw bombs and speed around. Every other support champ is a better support than him. Maybe a shield with his q or e would be fine, but his passive really need a rework. I hope he will get some attention soon.
