If you build crit AT ALL with this item in your build and especially if you go full crit then this item is useless. Even jhin who this item seems entirely build for doesn't want it since his passive scales off his crit%. This items gives him none and encourages him not to build it. So a guarunteed crit for someone who doesn't want to build crit at all? It is almost exclusively an assassin gimmick item.

Seriously though, Jhin can make strong use by going the lethality route once again, and it does fit into Assassins and Bruisers now. Its going to be really strong on anyone who is AD but doesn't specifically build Crit
the 35% as and 8%ms on crit shouldn't be underestimated. Sure, if you aim at a double zeal built, it's not a great adition, but it's a powerfull 1 item spike and works well with SS+IE or on a more caster focused built.
