Personally I like to get item 3116 sooner if I'm getting fed.

How soon? Because I find item 3001 or item 3151 to be a lot of versatile, I really only get it for the slow so I can deal double dmg with Liandry's.

You don't need it. Your Liandry damage is already automatically doubled to anything within 700 range (Frozen Heart's aura radius) due to how Frozen Heart is coded. It's an AS slow coded as an MS slow. If you're just going for 2x burn, between Rylai's and FH you only need one.
