Queueing up

Hi people, I wanted to ask anyone who has any resources, if your pings spikes from normal to a incline of 1-200 above normal, what do you do. I have noticed I play with a lot of people from the east coast or Canada. This upsets me because I really want my ping not to spike if that's the case. my question is, why am I queue'd with people soo far away. granite I am lvling a new account, but this happened on my main account as well quite a bit, literally 2 patches ago on the day of the patch. I'd really like some help because I pay for good internet and I want to at least be able to play a Free game.

Any help would be greatly appreciated. I have windows 10 as well if that helps!
