If you can't kill your laner, don't take ignite, you are more likely to feed.

PSA: Sure, let me just change ignite to something else mid-game now that i know i cant kill them...

Thats not necessarily true, I mean in some match ups taking a different summoner spells might be better. But if the player isn't capable of killing the other player, due to skill gap or something related to that, having any summoner won't be more or less beneficial, except flash obviously.

A defensive summoner or utility such as teleport would be better to take, unless you are against vlad/swain/raka.
