About Silence and Deathmark/Shark!
Ever since Riot took the silence away from Leblanc's Sigil, I have been wondering about the effect of Silence. With the coming AOE silence from Soraka on the way, I think there should be some changes to how silence operates in the interest of balance. In RPGs, silence prevents a character from using his or her spells, but does not block that character's ability to use items. In this vein, I think that silence in LoL should only effect champion abilities and leave items and summoner spells active so that there is a window for counterplay against silences.
Moving on to Zed's Deathmark and Fizz's Chum the Waters, I have observed that it is too easy to counter these ultimates by either using Zhonya's or Cleanse, making them less viable as competitive picks. I think a new form of cc should be introduced on these ultimates, which I will call for the sake of argument "Discord" (forgive me for the poor name, but, if you look at my summoner name, you will see how bad at naming I am). The effect I propose for this new cc is that it cuts off contact between the summoner and the champion, rendering summoner spells and items useless for the duration of the mark. They would still be able to be blocked or removed by other champions, such as Intervention or Mikael's Crucible while removing the ability to nullify them too easily.
In closing, I see these as two concurrent implementations that depends on the other for modification/inclusion.
