Top lane dominance

I'm having trouble winning lane as Fiora. I've been trying to focus my effort into becoming as good with her as possible, but I notice that I am unable to trade anyone in lane pre lvl 4 (2 points q, 1 point w, 1 point e) and that I'm unable to kill them without Tiamat. It's pretty consistent. I can only kill weaker top laners that rely on some advantage I can't see- Teemo and Vladimir were the show for that.

I have roaming down, post Hydra/Bork/Greaves I tend to destroy anyone that isn't horrendously fed. I can recognize my strength and understand "yes, I can kill them. but good lord, keep off them". And I have a habit of taking top tower then going into ally/enemy jungle and just power farming until I am another item in or so. Its just not dieing first in a lane or even being able to just cs without being abused.

So my question: As a melee top laner, specifically Fiora if possible, how do you assert lane dominance on a Darius or a Graves?

Another bonus question: What should I start with? I tend to go reju beads and long sword for an early tiamat/hydra rush because playing Fiora without those is beyond rough, and a reju/pots start if I know I will be abused.

A final bonus question: What do I change on my runes/mastery? 12/18/0 mastery--> Fury, Feast, Natural Talent, and Bounty Hunter/ Savagery, Assassin, Merciless, Bandit, Intelligence, and Thunderlord's Decree 7.7 Armor Pen and 38 physical damage at lvl 18 runes I'd really appreciate some help here.
