a player's rank should be based on their skill only
not the skill of his buddies. is riot just too blind to see the problem with dynamic queue?

Your fate in a single match has always rested in the hands of your four team mates. League of Legends is a 5v5, teamwork-oriented, objective-based game. If you want a true test of your skill and your skill alone, there are entire genres of games you can look at that would serve you better than League of Legends can, has, or ever could.
His problem is with a significantly weaker team member is mechanically and strategically poor, but is carried on the elo ladder by significantly stronger teammates. It's not his skill getting him through the games, it's his teammates. He's not individually competitive, whether it's towards his premade team's success or as a solo player, but he's still rising because people are carrying him to an elo he doesn't really belong in.
Case and point, I work with a premade sometimes that has a decent top, a reasonable mid, decent intelligent junglers but this support that is total trash. When I see a 1/9/4 leona in a team full of 3/2/1's or 4/1/2's you have to think that one of those players isn't like the other. And it's that support. But if they keep winning as a team then he will rise with them when he individually doesn't belong in teh brackets they raise him to.
That's the issue people have with dynamic queue. People with poor individual performance will still rise to elo brackets they aren't indivudally qualified for. What's worse is a 4 man with that weak member that still can't win and brings down their solo member who might actually deserve to be at that elo but suffers due to a player who isn't of the same skill level.
Dynamic queue creates an environment in which members who belong n their elo can be dragged down by players who were essentially boosted by their better teammates. It's more a reward for having better friends than having better skills.

That is a case where that player very rarely plays separately from the rest of their team so you very rarely encounter them. It probably happens even less often than say, someone at your MMR queuing up while very tired causing them to play just as badly as that player despite their MMR.
Furthermore, that player who is significantly worse than their teammates is improving RAPIDLY as they play in those games because they have solid resources for learning and are challenged more heavily by their opponents. If they are a bronze player playing with golds, they will probably be good enough to be mid-silver within a coupld weeks and eventually gold themselves within a month or two.
POTENTIALLY improving due to their team's initiative.
It's also entirely possible that their dead weight doesn't improve because he's being consistently carried. And if he DOESN'T play with JUST his premade then the rest of the elo bracket are dragged down by his performance.
In an ideal world, we wouldn't have to PRESUME he'll get better and evolve into his bracket. Until that, if it even happens, the rest of his bracket has to deal with him existing in a bracket he doesn't really deserve.

It's also entirely possible that people playing solo just get carried to an elo above where they belong due to luck or a good string where they are 'on-point'
It's rare, but it happens, just like how it's rare that you actually get matched with someone who queues with their friends constantly and then randomly decides to play a game solo despite the fact that they apparently don't like to ever play without friends. Or how it's rare for a premade on your side to be dramatically higher or lower skilled on average than a premade on the enemey side. Or how it's rare to ever actually get matched with a large premade when solo. Or how it's even more rare for solos to get matched against premades without having a premade of their own on their own side.
DQ isnt the issue.
NA's values in-game are.
In NA we can care less about true skill or strategy.
Why? SR ranked is basically ARAM and casual play CoD. Chase those kills instead of actually doing what is needed to win.
It wont matter much if we get SQ back, the root problem is still there. Ranked = Glorified Normals Gold and under. Too much involved in that. Hence, we are the joke of LoL competitive scene for having 3 seeds at Worlds since we dont learn from scratch the efficient way to play.
It should be about the individual players skill, but also their skill to play well and sync well with other players - it is a team game afterall. That being said, it's very hard to accurately judge a players individual skill without pretty much having a riot employee spectating and judging
