Why is she allowed to have great clear times, innate tankiness, the best ganks in the game, nearly unmatched mobility and the ability to delete the adc in teamfights, all packed into one champion?

Who has the best ganks then? She is the only jungler who can catch up to the fleeing laner, cc them (if briefly) and burst them to below half health while being shielded from some of the counterdamage.
I said "nearly unmatched", maybe if you read you would see that.
And her ult does exactly that. No, she does not do it all on her own unless she is extremely fed, but Vi's ult onto an ADC is a sure death for that ADC.

Amumu can catch up to the fleeing laner, cc them for much longer than vi, and his bonus armor from is e is underestimated.
Adc buys scimitar/banshees. Vi is now dead because she randomly ran into the enemy team.
Her mobility isnt even nearly unmatched. Its just about matched by 90% of junglers in the game.

While she was designed for toplane the fact is that her kit is too "fair" with regards to mana costs and cooldowns. Any buffs to make toplane Vi more viable would just make jungle Vi an overpowered monster. She can be frustrating to deal with at times, but overall she's much more balanced than some other champions.

She's only more balanced, debateably, than Kha'Zix and Lee Sin, and we both know that there are obviously nerfs headed their way. Besides, I believe she makes up with it with her absurdly powerful late game initiate.
Vi does far too much damage combined with her cc early game for her to ever be a balanced jungler. Riot has obviously realized this already, I just don't get why they don't do anything.
Vi's damage and chasing potential combined with her clear times means weaker junglers are simply unable to play unless they are sure she is not getting picked. She completely removes a large chunk of the jungle roster just by her presence. When a champion does that, they need changes.

vi's main weakness is her squishiness early, because she is innately squishy, punish that and she wont do anything cause she needs that lead early to exist (other wise its too easy to exploit her early squishiness and kill her)
