The solution is like you eat the cookie, and you have the cookie. Just increase exp ratio. When you could do 30 lvl in a week of casual playing it would improve everythin. Smurfs will have faster lvl 30 and will not destroy newbie games. Newbies will have lvl 30, but MMR system on fix lvl works well, and they will be compared with same players as they are.
