Either Smite should be an active on Machete, or Machete's passive should be part of Smite.
To clarify, what I mean is either:
A) Smite should be deleted as a summoner spell and the Machete item should have Smite as an active.
or
B) Machete should be deleted as an item and Smite should have a passive component granting increased damage to monsters + regen when fighting monsters or whatever other jungle-only passives machete's incarnations have had or will have.
Personally, I'd prefer the latter (I tend to agree that Smite should exist as a summoner spell to signify which champ is the jungler, and enabling Smite to be purchased with gold enables some rather questionable potential strategies)
Both Smite AND Machete should plainly not exist together. They both serve the same ultimate purpose (enabling effective jungling) while doubling up on the same type of downside (forcing junglers to commit resources, be it a summoner spell or gold, to non-PvP priorities just to be able to farm/level). Having both is an unjust level of taxation on junglers, especially now that the jungle's monetary rewards, and therefore the jungler's PvP strength, are lower than ever.
Here's what I propose:

Delete Machete.

Add Machete's effects onto Smite as a passive component, and allow the numbers to scale up by level a bit (so instead of the 35 hp/5 and 15 mp/5 plus 30 damage over 2 seconds on attack, it'd instead look like 35 (+3 per level) hp/5 and 15 (+1.5 per level) mp/5, plus 30 (+3 per level) damage over 2 second on attack... this would partially be to offset the lack of a second tier and partially be to enable a little more scaling beyond early/mid game.

Allow 'Smite' to be upgradeable in the shop upon reaching a certain number of large monster kills. The options for smite upgrades would be roughly the same as the options currently available, but would require no gold cost to buy (using large monsters as a purchasing cost ought to prevent laners from simply buying smite to get the couple of champion-smiting effects).

Delete the Enchantments, if that needs to be said. The Smite of the second-tier Machetes would be worked into the summoner spell, but there'd no longer be any reason for the enchantments to exist; 'normal' items generally provide better and more cost-effective stats for the total price, while also providing other useful effects. If it weren't for junglers already being forced into committing to some of the cost of those Enchantments just by buying and upgrading Machete, there'd be little-to-no reason to pick them up.
optional 5) Allow Dshield to block damage from monsters (still not minions) as well. It'll help some of the junglers that have been hit hard by the tougher jungle, while still enabling those with innate sustain to maintain the advantage of not having to get roped up with a non-upgradeable item with a significant falloff.
